This is the wire harness from the Blower relay to the HVAC Bower motor. It is Part Number 8913700. The Capaciptor in the center is the noise filter for the radio. The bracket is grounded. It works by shunting the AC currents that are created by the arcing brushes of the blower motor to ground. (The AC Currents Becomes Radio Noise) Capacitors conduct AC currents and block DC currents. But this item can be a problem for your blower motor.
