It's possible to install the bolt in the lower universal clamp in one of three different spline locations, one spline location is correct and two of them are NOT! If you can insert a 29/64" transfer punch or drill thru the hole you are on the correct spline and need only 30 ft-lbs. torque on the bolt, if you are one spline out either way then no amount of tightening seems to suffice.
