Sending Unit will not return to Zero

In this shot, it is clear the wiper arm is not in the zero position. The clock spring will not return the wiper arm. It is also clear that the resistor network was worn. While this sender did not cause the engine failure it sure might have prevented the massive amount of damage had I known if oil pressure had dropped off to zero!!??
