This gap is part of the design

The intent is for the bolts between the bogie box and the caliper plate to draw the two to one another with a bit of flexing. If this causes the caliper plate to drag on the spindle flange, then it must be clearanced to avoid the rubbing. Shimming it out will create a clearance problem with the hub, which is already likely to be a problem.
