Sanding before primer. Some of these splotches are original undercoat. The white ones are body filler to correct gouges and other issues. Many issues arose from the removal of the decal. I used chemicals, razors, heat and an eraser wheel.
Although the razor was the wrong tool, the fact that I was re-painting ultimately meant it didn't matter if the paint got scratched. But if I was just removing the stripes, I'd opt for the eraser wheel. Acetone and Goof-Off softened the paint. The heat gun worked OK but if you didn't work at exactly the right temperature you would leave adhesive behind. Under the right conditions, the decal would take the adhesive with it. But it just wasn't consistent. Use the eraser wheel if you want to preserve the finish, IMHO.
