Move Top ring 180* to the second ring so that both rings are directly over the pin but on opposite sides of the piston. They are now 90* to the two thrust sides of the piston and less likely to leak compression. The oil ring rails should be 30* to the pin. *NEVER* use a ring expanding tool. They strech the ring putting excess stress on the ring, and are more likely to break. Rings installed with an expansion tool are also applying more pressure to the cylinder walls and more likely to wear out quicker. JMHO!!
