"Exploding Seatbelt Buckle"  is the phrase coined by the classic car clubs for the seatbelt buckle that literally seem to blow apart when installing the clasp.  This is the part that the clasp slips into.  The parts that "fly out", hold that clasp in place.    Parts are available from places such as the following, but a search for "Exploding seatbelts" will get you more.  Remember However that there are a couple of similar type buckles so if you do lookfor one, ensure that you are getting the right parts for your buckle.
